Notice for Tourists & Short-Term Visitors

Tourists cannot join cultivation associations in Hamburg. The federal law requires a minimum six-month residence or habitual abode in Germany. Furthermore, memberships must be maintained for a minimum of three months. There are no dispensaries or legal recreational retail shops in Hamburg.

Understanding Anbauvereinigungen

What Is an Anbauvereinigung?

An Anbauvereinigung (often referred to as a Cannabis Social Club or CSC) is a non-commercial, cooperative association legally permitted to cultivate cannabis collectively and distribute it strictly to its verified members for personal consumption.

Why It Is Not a Dispensary

These clubs are not stores, shops, or dispensaries. They do not sell products over the counter to the public. They operate on a membership model where costs are covered by membership fees, not per-gram retail sales aimed at generating profit.

Maximum 500 Members

By federal law, an association cannot exceed 500 active members.

Minimum Age 18

Membership is strictly limited to adults. Robust age verification is legally required.

Six-Month Residence Rule

Members must prove they have resided or maintained their habitual abode in Germany for at least 6 months.

Minimum 3-Month Membership

To prevent "club hopping" or pseudo-retail, memberships must be committed to for a minimum of 3 months.

Member Distribution Limits

Associations are legally bound by strict limits on how much they can dispense to an individual member to prevent black-market resale.

  • 25g Maximum distribution limit per member, per day.
  • 50g Maximum distribution limit per member, per month.
  • 18–20 yrs Members under 21 are limited to 30g per month with a maximum THC content of 10%.

Hamburg Licensing Rules

The competent authority in Hamburg is the Bezirksamt Hamburg-Altona (Fachamt Verbraucherschutz, Gewerbe und Umwelt).

Licence Duration

The official page of Hamburg states that an authorization is issued for a period of seven years and can be extended according to statutory conditions.

200m Location Requirement

Associations must maintain a minimum distance of 200 metres from schools, child and youth facilities, and playgrounds. See restrictions map.
