Cannabis Rules at Hamburg Port and on Cruise Travel

Hamburg is one of Europe's busiest cruise hubs. Before you board at Steinwerder, Altona, or Baakenhöft, you must understand the severe legal differences between Germany's domestic laws and international maritime rules.

Possessing up to 25g of cannabis may be partially legalised on the streets of Hamburg under the KCanG, but taking it through a cruise terminal check-in constitutes an attempt to cross an international border.

Entering the cruise terminal is a border checkpoint. Cruise lines prohibit cannabis entirely. Attempting to board with it is an export violation.

Foreign Port

Foreign Jurisdiction

You are subject to the host country's laws (e.g., Norway, UK). Arriving with cannabis via a ship is considered international drug smuggling.

Hamburg Cruise Terminals

Hamburg operates major cruise centers, including Cruise Center Steinwerder, Cruise Center Altona, and Cruise Center Baakenhöft (HafenCity). It is critical to understand that these terminals act as international border control points. Just because the terminal is physically located in Hamburg does not mean you can freely carry cannabis through the security checks.

Port Security & Customs (Zoll)

Security at Hamburg's port is managed by a combination of terminal security, the Federal Police (Bundespolizei), and Customs (Zoll).

  • Leaving German Territory: Walking past the terminal security and onto the gangway of a ship bound for an international destination constitutes leaving German customs territory.
  • Export Violations: Attempting to leave Germany with recreational cannabis, regardless of the quantity, remains a criminal offence under German law.
Harm Reduction & Legal Warning: This site will never provide instructions on how to bypass security, evade customs checks, or hide substances in your luggage. If you have legally obtained cannabis in Hamburg, you must legally dispose of it before entering the cruise terminal.

Boarding a Cruise Ship & Company Rules

Even if a ship is sailing exclusively within German waters (which is rare for large cruises), Cruise Company Rules apply. Operators like AIDA, TUI Cruises (Mein Schiff), MSC, and Cunard enforce their own strict house rules (Hausrecht).

These companies operate under international maritime law and have zero-tolerance policies for recreational cannabis. Bringing cannabis on board will result in confiscation, immediate disembarkation at the next port (or denial of boarding), and being banned from future sailings with the company, entirely independent of German police actions.

International Waters

Once a ship passes beyond the 12-nautical-mile territorial limit, it enters international waters. In these waters, the law of the ship's flag state (e.g., Bahamas, Panama, Italy) applies. None of these jurisdictions recognize the German KCanG. Furthermore, the ship's captain holds ultimate authority to enforce the company's zero-tolerance drug policies.

Ferry Travel, River Cruises & Elbe Excursions

Harbor Tours (Barkassen)

Short sightseeing tours around the Speicherstadt and port remain within German domestic territory. While you may possess cannabis legally, smoking on board is almost universally prohibited by the operators' rules and fire safety regulations.

Public Ferries (HADAG)

The yellow HVV ferries crossing the Elbe are public transport. You may carry legal amounts (up to 25g). However, smoking or vaporizing on board or at the ferry stops (Landungsbrücken) is prohibited.

Private Boats

On a private vessel navigating within German territorial waters, KCanG possession rules apply. However, operating a boat under the influence is strictly regulated, similar to driving a car (see Driving Limits).

Ferries to Heligoland

Heligoland is part of Germany but operates outside the EU customs territory. While KCanG applies domestically, customs checks are frequent due to tax exemptions, and transporting cannabis via this route can cause complex legal ambiguities.

Medical Cannabis on Ships

The rules for prescribed medical cannabis are entirely separate from recreational KCanG rules. Travelling with medical cannabis on a cruise ship is extremely complex:

  • You must declare it to the cruise line well in advance of your departure. Many cruise lines still prohibit medical cannabis, regardless of prescriptions.
  • For travel within the Schengen area, a certified Article 75 Schengen certificate from your local health authority is required.
  • You must check the legal status of medical cannabis for every single port of call on your itinerary, as a prescription in Germany does not protect you from prosecution in other countries.
