Does Nightlife Change Cannabis Law?
NO.
The partial legalisation of cannabis for adults in Germany (KCanG) applies universally. A party district does not exempt you from the law. The rules for possession (up to 25g in public) and the strict bans on purchasing from the black market remain firmly in place, regardless of the time of day or the festive atmosphere.
Districts & Public Spaces
Reeperbahn & St. Pauli
The Reeperbahn is Hamburg's most famous nightlife and entertainment district. Despite its reputation for tolerance, a party zone does not automatically become a legal consumption zone.
- The 100-Metre Rule: St. Pauli is a dense residential neighborhood. It contains schools, youth centers, and playgrounds. Consumption within sight of these facilities is illegal and subject to heavy fines.
- Police Presence: The Davidwache (local police station) heavily patrols the area. While possession of up to 25g is legal, street drinking bans and glass-bottle bans often apply in specific sectors.
Sternschanze
Known for its alternative vibe, bars, and restaurants, the "Schanze" is a popular evening destination.
- Parks & Playgrounds: Parks in and around the Schanze often host playgrounds and sports facilities. You must visually verify you are not consuming within 100 metres of these protected areas.
- Pedestrian Zones: Federal law explicitly bans cannabis consumption in designated pedestrian zones between 07:00 and 20:00. If you are in the Schanze early in the evening, this rule may apply depending on the street classification.
Venues, Concerts & Stadiums
Bars, Clubs & Smoking Areas
Indoor smoking of any kind is heavily restricted by Hamburg's non-smoking protection laws. For cannabis, the ultimate deciding factor is Hausrecht (house rules).
- Owner Discretion: The owner of a bar or nightclub has the absolute right to ban cannabis consumption on their premises, including in outdoor beer gardens or designated tobacco smoking areas.
- Private Events: Even at private events or rented venues, the owner's policy dictates whether consumption is tolerated. Always ask security or staff before lighting up.
Concert Venues & Festivals
Open-air festivals and large concert venues usually prohibit cannabis consumption in crowded areas to protect non-smokers and minors. If a festival admits individuals under 18, public consumption in their presence is a criminal offense under the KCanG.
Football Matches & Sports Arenas
Attending a match at the Volksparkstadion (HSV) or Millerntor-Stadion (FC St. Pauli), or a major event at the Barclays Arena?
Federal Law: The KCanG expressly forbids consumption inside or within sight (100m) of publicly accessible sports facilities.
Stadium Rules: Stadium operators generally enforce a strict zero-tolerance policy for cannabis consumption inside the arena and on the immediate stadium grounds to comply with federal law and protect families.
